Why It Happens

PTR violations are widespread in government schools due to: delayed recruitment, teachers on deputation or non-teaching duties, long-term vacancies, and reluctance by state governments to fund adequate teaching posts. Private schools may inflate their teacher count on paper.

Legal Definition & Penalty

Section 25 requires every school to maintain the pupil-teacher ratio specified in the Schedule. The Schedule prescribes: for Classes I–V, a maximum of 30 children per teacher; for Classes VI–VIII, a maximum of 35 children per teacher. A school with 150 students in Classes I–V requires a minimum of 5 teachers. Exceeding these ratios is a violation that directly harms educational quality.

Determine the number of students in each class and the number of teachers. You can ask the school for this information — it is public. Compare against the Schedule norms (30:1 for Classes 1–5; 35:1 for Classes 6–8).

PTR compliance is a core SMC monitoring function. Raise it formally at the SMC meeting and request it be recorded in the minutes.

File complaint with DEO

File with specific numbers — students enrolled, teachers available, calculated PTR, and the norm. Specific numbers make the complaint harder to ignore.

File with SCPCR

SCPCR can direct the state education department to fill teacher vacancies. This is a systemic issue where SCPCR action is particularly effective.
