Every school must meet the Schedule norms — classrooms, toilets, playground, library — within the prescribed timeframe.
What This Violation Looks Like
Why It Happens
Infrastructure deficits in government schools result from chronic underfunding, bureaucratic delays in maintenance, and lack of accountability. Private schools may maintain appearances of compliance while actual facilities are inadequate. SMCs are supposed to monitor this but often lack capacity.
Legal Definition & Penalty
Section 19 read with the Schedule to the RTE Act prescribes the minimum standards every recognised school must maintain: sufficient classrooms, separate toilets for boys and girls, safe drinking water, playground, kitchen for mid-day meal, library, and adequate teaching staff as per the pupil-teacher ratio. Schools that fail to meet these norms can lose recognition.
Penalty — Section 19(5) — school to be de-recognised if norms not met
Loss of recognition if norms not met within 3 years of the Act (for pre-existing schools)
Additional consequence: State government may appoint special officer to manage the school; SMC can be superseded.

How to Report This Violation
Document the deficiency with photographs
Photograph the broken/missing toilets, overcrowded classrooms, absent drinking water, etc. Date-stamp the photographs. This is the most powerful evidence.
Raise in School Management Committee meeting
Infrastructure issues must be raised at the SMC. The SMC can prepare an action plan and set deadlines. Document this in the meeting minutes.
File complaint with Block/District Education Officer
File with photographs and documentation of the specific deficiency and the RTE Schedule norm it violates.
File with SCPCR if no action
SCPCRs regularly inspect schools for compliance. Filing a complaint with photographs tends to prompt faster action.
