Indiana
Indiana has been one of the most active states in education reform over the past two decades, pioneering A-through-F school accountability grading, expanding charter schools, and launching one of the first statewide private school voucher programs (Choice Scholarship Program) in 2011. The state's system of district accountability has faced criticism for grade inflation and inconsistent methodology, but the framework remains politically popular. Indianapolis has been the focal point of reform activity, with a dense charter sector and significant corporate and philanthropic investment. Indiana's ILEARN assessment replaced the ISTEP+ in 2019 after years of implementation problems. The state's per-pupil spending is moderate, and rural districts in the southern part of the state face ongoing enrollment declines as young families relocate to the Indianapolis suburbs.
