What This Violation Looks Like

Teacher calls a child "stupid", "donkey", or uses other demeaning names in class
Child publicly shamed in front of classmates for poor performance or behaviour
Child threatened with consequences โ€” "I will fail you", "I will call the police" โ€” to intimidate
Child singled out for humiliating treatment on the basis of caste, religion, disability, or poverty
Teacher tells class to mock or exclude a particular child
Child forced to stand in the corridor or outside classroom for extended periods

Why It Happens

Mental harassment is often not recognised as a violation because it is invisible and leaves no physical mark. Many teachers believe humiliation is a legitimate motivational tool. Cultural acceptance of hierarchy in teacher-student relationships allows these practices to persist.

Section 17(1) prohibits both physical punishment and mental harassment. Mental harassment includes public humiliation, name-calling, labelling a child as "stupid" or "slow", threatening a child, making a child perform demeaning acts in front of classmates, using sarcasm or ridicule, and any other conduct that causes psychological harm or fear in a child.

Child's written account of incidents (in their own words if old enough)
Your written notes of what the child described, dated
Names and contact details of classmates who witnessed the incidents
Statements from other parents who had similar experiences with the same teacher
School counsellor's report if the child has been seen by one
Copy of complaint to school principal with acknowledgement

How to Report This Violation

Document the child's account

Write down exactly what the child says happened โ€” who said what, when, where, who else was present. Date the note. Ask the child to write it in their own words if old enough.

Speak to other parents

Other parents may have had similar experiences with the same teacher. A joint complaint from multiple families is significantly stronger.

File with school principal and School Management Committee

The SMC has oversight powers under Section 21. Filing with the SMC in addition to the principal creates an additional accountability layer.

Escalate to DEO / SCPCR

If the school takes no action within 15 days, file with the DEO and SCPCR. Include details of your complaint to the school and their non-response.
