Oregon
Oregon's school system has faced a structural funding crisis for three decades, rooted in the 1990 Measure 5 property tax limitation and the shift to a state-funded formula that has consistently struggled to keep pace with enrollment and cost growth. The state's per-pupil spending is below the national average despite its progressive political culture. Oregon has some of the worst chronic absenteeism rates in the country, a problem that predates COVID-19 and reflects deep poverty concentrations in rural and urban communities alike. Portland Public Schools is the state's largest district and has faced governance turbulence, demographic decline, and significant controversy over curriculum and safety policies. Oregon uses the OAKS/Smarter Balanced platform and has invested in expanded Career and Technical Education programs.
