Charter schools are publicly funded schools that operate under a "charter" — a performance agreement with a state or local authorizing agency. They are tuition-free and open to all students, but operate with more autonomy than traditional district schools in exchange for meeting specific performance goals. If a charter school fails to meet its goals, the authorizing agency can revoke its charter.
