About West Virginia Public Schools

West Virginia is the poorest state in the nation by median household income, and its public school system reflects that reality: per-pupil spending is below average, teacher pay has historically been low (sparking the nationally watched 2018 teacher strike that ignited similar actions across the country), and enrollment has declined by over 20% since 2000 as out-migration has hollowed out many communities. The state passed the Hope Scholarship Act in 2021, one of the most expansive universal ESA programs in the country, providing public funds for private school tuition. The 55 county school systems serve a predominantly white, low-income rural population. Recent curriculum reform efforts have focused on career and technical education pathways aligned to the state's energy and manufacturing economy. West Virginia uses the WV General Summative Assessment (WVGSA).
